Do you remove old cable?

Where it makes sense, and sometimes code requires it — abandoned cable accumulating in plenum spaces is a fire-load issue that inspectors increasingly cite. In downtown risers stuffed with decades of dead copper, removal is often necessary just to create pathway for the new runs.

Is drilling safe in an older building?

It requires knowing what is in the wall first. Pre-1980 construction can contain materials that need specialist handling, so we survey and, where there is any doubt, we do not drill until it is resolved.

What does certification prove?

That each run actually meets its category spec — not just that it lights up. Without test results you have no evidence the installation was done to standard and no leverage if it underperforms later.
